A resident of Stockton, California and a fourth generation Californian, Bob died surrounded by his family on June 9, 2017 at the age of 80. He was born in San Francisco on September 18, 1936 to Anita McKenna Foy and Willard Christopher Foy.

Raised in Palo Alto, he was a proud graduate of Palo Alto High School, Class of 1955, and then of his beloved San Jose State University where he was chosen Outstanding Male Graduate of the Class of 1959 and where he became a member of the Epsilon Chi Chapter of the ATO Fraternity. To the day of his death, he remained a loyal supporter of ATO and of all things Blue and Gold.

Upon graduation from San Jose State, he served on active duty with the United States Army and then with the Army Reserve, being honorably discharged at the rank of Captain. Completion of a two year stint in the Management Trainee Program with the Continental Can Company brought him to the Company's Stockton office in 1962.

Declining a Continental Can Company transfer, he became associated with the Pacific Storage Company in 1964, serving as its President and CEO from 1977 through 1995, when he retired from that position while remaining on its Board of Directors. His retirement from Pacific Storage was effected given his election to serve as Chairman of the Board of the California Water Service Group on which he had served as a Director from 1977. He remained in that Chairmanship position from 1996 until his retirement in 2012, one of only two outside Directors to so serve.

While with the Pacific Storage Company he served as President of the California Moving and Storage Association and as Chairman of the National Moving and Storage Association. His public service contributions locally, included President of the Greater Stockton Chamber of Commerce, Chairman of the Board of Commissioners of the Stockton Port District, and Chairman of the Board of Directors of St. Joseph's Medical Center of Stockton, which earned him the title of "Stocktonian of the Year in 2009".

He was the loving son of Anita, the loving husband for 50 years of Barbara Barron Foy, the loving father of Matthew (Siobhan) Foy and Peter (Christine) Foy, and the loving grandfather of Cate, Jack, Declan, and Ashley Foy, all of whom survive him. He was predeceased by his father, Wilard.

Funeral services were held at Morris Chapel, University of the Pacific, 3601 Pacific Avenue, Stockton, on Thursday, June 22, 2017, at 11:00 a.m., Father Woodrow Gubuan officiated. Private committal followed.
